Percy seems to like it here, that or he's the only agoraphobic racing pigeon in the country.

I guess he's realised that if he goes home, he'll be put in a truck and taken off somewhere else and expected to fly home again.
He probably reckons he's found a good retirement home.
This might be stupid, but don't racing pigeons have some type of idenfication ? Their must be some type of dog tag to identify them.
